Home Energy Ratings | The International Code Council The International Code Council, a membership association dedicated to building safety and fire prevention, develops the codes used to construct residential and commercial buildings, including homes and schools. Most U.S. cities, counties and states that adopt codes choose the International Codes developed by the International Code Council. | | |  | RESNET® (Residential Energy Services Network) The Residential Energy Services Network's (RESNET®) mission is to ensure the success of the building energy performance certification industry, set the standards of quality, and increase the opportunity for ownership of high performance buildings. Creators of HERS (Home Energy Rating System) rating, their standards have been developed with the U.S. mortgage industry to provide incentives for home efficiency developments. The IRS, Energy Star, and the Department of Energy Building America program recognize their programs; and they are used in 16 states as minimums for code compliance. | | |  | ENERGY STAR® To earn the ENERGY STAR®, a home must meet guidelines for energy efficiency set by the U.S. Environmental Protection Agency.
